Using Rule 4,

Effective value = $(x + y +{xy}/100)$%

= $(25 - 25 - {25 × 25}/100)%$

[Here, x = 25, y = –25]

= –6.25% = $6{1}/4$% decreased

(Negative value shows decrease).
