  2. if only assumption II is implicit.
  3. if either I or II is implicit.
  4. if neither I nor II is implicit.
  5. if both I and II are implicit.

Statement:
It is not unknown in India that inquiry reports, usually compiled with considerable care, are shelved and forgotten as soon as the initial outrage dies down.
Assumptions:
I. The credibility of inquiry reports has considerably gone down in India.

From the statement it is clear that the speaker has no doubt about the credibility of inquiry reports.

The blame is being squarely laid on the batsmen.
