Assumptions:
I. The corporation will take care to fulfil the minimum requirements providing infrastructure in the area for the newly constructed building.
II. Corporation is expecting good earnings by way of taxes from the high-rise buildings.

None is implicit. The step taken by municipal corporation of the city must have kept the positive aspects under consideration.

But I goes into details.

Hence, I is not implicit. II and III can’t be correlated with the statement.

Hence, II and III are not implicit.
