Assumptions:
I. The management of the organisation may not grant leave to most of these employees.
II. These employees may be able to complete their education during the sabbatical leave.

Answer: (b)

When one applies for leave, one assumes that it would be granted.

Hence I is not implicit. But Assumption II is implicit because only then the period of "two years" assumes meaning.
