The state govt has announced an amnesty scheme for all the housing societies defaulting on payment of municipal taxes asking these societies to pay upfront six per cent of the dues and regularize their status without any penalty.

I is implicit because whenever a scheme is announced, it is assumed that people will welcome it. II is not implicit. Had fear been there on the mind of the govt, it would have refrained from introducing such a scheme.
