The tone of the statement only implies that the speaker assumes that newspapers are more effective than oral call. The given assumption I is not implicit because of the word ‘rarely’. II is also not implicit because it contradicts the valid assumption. Note that here the valid assumption is “people will read an advertisement in a newspaper”.
