I is not implicit. It is assumed that people will pay taxes. That is why II is implicit. But the Govt does not necessarily assume that people will continue with these schemes. Maybe it is discouraging people from being mere savers rather than investors.

I. The local candidates would be having some or other arrangement for their stay.

Accommodation to only outside candidates clearly indicates that local candidates will be having their own arrangement for stay.
