This is called Viability Gap Funding (VGF) and the VGF money will be provided by Govt from the USOF.

Bharat Broadband Network Limited (BBNL) is a Special Purpose Vehicle set up under the Companies Act 2013 by the Government of India under the Administrative Ministry of Communication & IT, Department of Telecommunications for the establishment, management and operation of National Optical Fibre Network (NOFN)/Bharatnet.
