Qualification For Preliminary Examination - Age limit, Educational Qualification, Knowledge in Tamil, Physical fitness

LIST OF QUALIFICATIONS

AGE LIMIT (as on 01.07.2022):
(A)(1) VILLAGE ADMINISTRATIVE OFFICER

**As per G.O (Ms). No.91, Human Resources Management (S) Department, dated 13.09.2021, the Maximum Age Limit prescribed for appointment by direct recruitment has been enhanced by 2 years.

Note:

1. “Others” [i.e., Applicants not belonging to SCs, SC(A)s, STs, MBCs/DCs, BC(OBCM)s and BCMs] who have put in 5 years and more of service in the State / Central Government are not eligible to apply even if they are within the age limit. [For further details refer Para 3(F) of “Instructions to Applicants‟ and Section 3(r) of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016]
2. Instructions given with regard to maximum age limit under Para 5A of the “Instructions to Applicants” will not apply to the post of Village Administrative Officer.

(A)(2) For the Posts of Junior Assistant (Non-Security), Junior Assistant (Security), Junior Assistant in Tamil Nadu Urban Habitat Development Board, Junior Assistant in Tamil Nadu Housing Board, Bill Collector Grade-I, Bill Collector in Tamil Nadu Urban Habitat Development Board, Typist, Steno-Typist (Grade -III) , StenoTypist (Grade -III) in Tamil Nadu Urban Habitat Development Board and Store Keeper in Tamizhagam Guest House, Udhagamandalam

AGE LIMIT (as on 01.07.2022)

Note:

1. “Others” [i.e., Applicants not belonging to SCs, SC(A)s, STs, MBCs/DCs, BC(OBCM)s and BCMs] who have put in 5 years and more of service in the State / Central Government are not eligible to apply even if they are within the age limit. 2. No maximum age limit for applicants belonging to SCs, SC(A)s, STs, MBCs/DCs, BC(OBCM)s, BCMs and Destitute Widows of all castes who possess a General Educational Qualification which is higher than the Minimum General Educational Qualification (i.e. who have passed P.U.C/H.S.C/Diploma/Degree).

Explanation:

“No maximum age limit” shall mean that the applicants should not have completed 60 years of age either on the date of Notification or at the time of selection/appointment to the post.

Age Concession (for all posts)

1. For Persons with Benchmark Disability:
   Persons with Benchmark Disability are eligible for age concession upto 10 years over and above the maximum age limit prescribed above.
   [Section 64 of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 and as per Para 5D of “Instructions to Applicants”]
2. For Ex-Servicemen:
   (a) The maximum age limit is 55 Years for the applicants who belong to SCs, SC(A)s, STs, MBCs/DCs, BC(OBCM)s and BCMs.
   (b) The maximum age limit is 50 years for “Others” (i.e.) Applicants not belonging to any of the above said categories.
   [Section 63 of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 and as per G.O (Ms). No.91, Human Resources Management (S) department, dated 13.09.2021] [Refer Para 5B of “Instructions to Applicants”]
   (c) The above mentioned age concession will not apply to the ExServicemen applicants who have already been recruited to any class or service or category.
   [Section 3(j) of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016]
3. For other kinds of Persons:
   As per “Para 5C, 5E and 5F of Instructions to Applicants”.

EDUCATIONAL AND TECHNICAL QUALIFICATION: (as on 30.03.2022)

(The results of the qualifying examinations should have been declared on or before this date)

Note:

1. Those who have not passed SSLC Examination or its equivalent are not eligible even if they possess a higher qualification.
2. Applicants claiming equivalence of qualification to the prescribed qualification should upload and submit evidence for equivalence of qualification in the form of Government Order (G.O) issued on or before the date of this notification when called for, failing which, their application will be summarily rejected after due process. The Government Orders regarding equivalence of qualification issued after the date of this notification will not be accepted for this recruitment. [For further details regarding equivalent of qualification refer note under para 9 of “Instructions to Applicants”]
3. The equivalence of qualifications in respect of Typewriting and Shorthand are provided in Annexure-IV.

(C) COMPUTER QUALIFICATION (for Typist and Steno-Typist (Grade - III):

Applicants should have passed the “Certificate Course in Computer on Office Automation” awarded by the Technical Education Department.

Note: Applicants who do not possess the said qualification (viz. Certificate Course in Computer on Office Automation) conducted by the Technical Education Department may also apply. If selected, they should acquire the qualification within the period of their probation.

(D) KNOWLEDGE IN TAMIL

Applicants should possess adequate knowledge in Tamil on the date of this Notification. (For further details refer Para 14-I of “Instructions to Applicants”)

(E) CERTIFICATE OF PHYSICAL FITNESS

Applicants selected for appointment to the posts will be required to produce a Certificate of Physical Fitness in the form prescribed below. The model format is enclosed in Annexure-III of this Notification. The said Certificate should be submitted by the selected candidate to the Appointing Authority, at the time of joining the post.

Applicants with defective vision should produce Eye Fitness Certificate from a qualified Eye Specialist working in Government Hospital.

(F) CASH SECURITY (for the Post of VAO only)

1. Every person appointed to the post shall pay a Cash Security of Rs.2000/- (Rupees Two thousand only) within a period of one month from the date on which he/she joins duty.
2. Provided that a person belonging to MBCs/DCs, BC(OBCM)s and BCMs shall pay a cash security of Rs. 1000/- (Rupees One thousand only) within a period of one month from the date on which he/she joins duty.
3. Provided further that a person belonging to SCs, SC(A)s and STs shall not pay cash security. (Failure to pay cash security as stated above shall render a person liable to be discharged from service).

(G) PLACE OF RESIDENCE ON APPOINTMENT (for the Post of VAO only)

Every person appointed to the post of VAO shall reside in the Village under his charge and shall continue to reside in the said Village as long as he/she is in-charge of that Village.

(H) CASH SECURITY (for the Posts of Junior Assistant (Security), Bill Collector Grade-I , Bill Collector and Store Keeper)

Applicants to be selected for appointment as Junior Assistant (Security) in Agriculture/ Treasuries and Accounts/Government of Chief Electrical Inspector (or) Bill Collector Grade-I in Town Panchayat (or) Bill Collector in Tamil Nadu Urban Habitat Development Board (or) Store Keeper in Tamizhagam Guest House, Udhagamandalam should pay the security amount as may be prescribed by the appointing authority concerned at the time of appointment.
