The UN General Assembly adopted the Convention and opened it for signature on 20 November 1989 (the 30th anniversary of its Declaration of the Rights of the Child). It came into force on 2 September 1990.

The Convention deals with child-specific needs and rights. It requires that states act in the best interests of the child. Among the several rights given by this convention, safe drinking water is not included.

As a matter of fact, safe drinking water is a necessity for proper upbringing and health; it cannot be treated as a right.
